Special Committees

Council may establish special committees with authority to exercise certain council powers, duties or functions.These special committees must operate in accordance with the Local Government Act 1989 and comply with the limits imposed by the Council's Instrument of delegation. When exercising a delegated power, duty or function, a special committee effectively 'is the council'.

Council may also establish advisory committees with authority to provide advice to Council on various matters eg facility management. 

Meetings of special committees must be open to the public and the conduct of meetings comply with Council's Meeting Procedure Local Law. Similarly they must declare conflicts of interest and keep minutes of meetings.

Advisory Committees operate on a Terms of Reference adopted by Council which describe their purpose and structure and provide a documented basis for making future decisions.

 

The Queen Mary Botanic Gardens Committee was first established by council on 27 May 1997 and has continually operated under an Instrument of Delegation(PDF, 190KB) to care and manage the facilities at the Queen Mary Botanic Gardens and Pioneer Park in St Arnaud.

The committee is empowered to promote the awareness of the gardens as one of Victoria's fine 19th Century botanic gardens and the historical importance of the park which has a close association with the gardens.  It is empowered to provide advice to council to ensure the gardens and park survive and flourish.

The Walkers Lake Advisory Group was formed by council in 2014 and provides a community view and valuable input into the management of the Walkers Lake Reserve and the implementation of the Walkers Lake Management Plan(PDF, 420KB). The Terms of Reference(PDF, 131KB) establish the agreed roles and functions of the group to ensure it is governed responsibly and there is a level of respect for each member's opinions and views.

The Stawell Recreation Advisory Group provides input into the discussion and implementation of the requirements for recreation in Stawell with particular focus on Central Park and North Park and the relative precinct plan outcomes and recommendations for each of the reserves.  The group operates under a Terms of Reference(PDF, 170KB) adopted by council on 4 December 2019.

The Planning Committee was established by Council on 20 April 2011 to exercise Council's powers, discretions and authorities to perform Council's functions under the Planning and Environment Act 1987.

The purpose of the committee is to guide the development of planning policy and strategic planning project implementation to ensure efficient and effective land use planning and development across the shire.
