Justine Kingan

Justine has over 12 years of Local Government experience in rural land use planning, economic and community development, sport, recreation and open space planning. She was awarded Master of Urban Planning and Environment from Royal Melbourne Institute of Technology (RMIT), in addition to a B.A. from La Trobe University. 

Justine commenced working for Northern Grampians Shire Council in 2014 as a Statutory and Strategic Planner, and later as Manager Economic Growth. Following 18 months with Horsham Rural City Council, she returned to NGSC to deliver Council's Economic Development Strategy, 2021-31 and was later appointed to the role of Manager Economic and Community Futures.  

As Director Justine is responsible for leading the development, communication and evaluation of council frameworks, strategies and policies that support the delivery of economic development, strategic planning (land use, recreation plans, Council Plan and coordination of other long-term plans), government partnerships, community development, community engagement and the delivery of innovative projects. 

This includes:
