Open Space Strategy and Active Transport Plan

The Northern Grampians Shire is currently seeking community feedback about the draft Open Space and Active Transport Strategy 2023-33. The draft document can be found on this page and the survey can be found by clicking here. The survey will be open until Friday 29 March 2024.

 

The NGSC Open Space Strategy and Active Transport Plan 2023-33 is about the where and how different open spaces arehow the community get to them, and what is needed over the next ten years to support the size, number and ways to get to these open spaces.

This strategy works in harmony with the NGSC Sport and Active Recreation Strategy 2023-33 (which is all about the who and how different spaces are used for sport and active recreation and what is needed over the next ten years to support their use). The strategy informs the plan of how council will need to develop these spaces over the next ten years to meet the community's needs for sport and active recreation.

It is important to refresh the strategic guidance for sport and recreation infrastructure, programming, and desired outcomes for the shire for the next ten years to ensure Northern Grampians Shire continues to progress.

Objectives

The strategy will ensure:

  • The provision of equitable access to nature, sport and recreation opportunities throughout the shire
  • That there is an in-depth understanding of the current catchment, hierarchy, and provision of Nothern Grampians Shire Council open spaces and active transport infrastructure 
  • That community needs and expectations around open space and active transport are clear and understood
  • That a neighbourhood identity is established by identifying natural and cultural features that contribute to the local landscape character 
  • That we create a continuous open space network by identifying potential connections or linear open space for walking and cycling
  • That we identify public open space in areas where the land is unlikely to be subject to structure planning, to ensure that piecemeal subdivisions do not result in a fragmented public open space network
  • That all available integrated water cycle management information available such as district/regional water management strategies, water supply strategies, water license availability and/or stormwater management planning in coordination with relevant authorities, are taken into consideration
  • That we identify where future recreational spaces may be required and identify actions to ensure adequate open space is supplied
  • That we consider shared use/co-location of open space (e.g. ovals and schools) and facilities and develop appropriate procedures and management requirements
  • That we identify minimum land size and development requirements relative to a hierarchy of open space
  • That we ensure that parks are developed to a minimum standard to enhance residential amenity and to ensure functions identified in planning are fulfilled e.g. playgrounds, shade, shelter, drinking fountains, seating, footpaths/boardwalks
  • That we consider asset costs, maintenance requirements, and whole of life costs - an action plan that identifies responsibilities, timings and funding needs 

Key outcomes of the strategy include:

  • Increase participation opportunities in open space and active transport existing infrastructure
  • Improve participation of under-represented groups and improve physical and mental health and wellbeing in communities experiencing long-term socio-economic disadvantage, growth areas and areas affected by natural disaster
  • Support gender equality and inclusive participation of women and girls in public open space by investing in well-designed and high-quality space and facilities
  • Support strategic planning to ensure infrastructure investment is sustainable and identified early
  • Develop local economic activity through the planning, building, management, and activation of redeveloped or new infrastructure
  • Additional outcomes will be added from the Northern Grampians Shire Council Health and Wellbeing Plan (currently under development)
