If your neighbour's dog is barking too much, try talking to the owner first. They may not even be aware of the problem, especially if the dog is only barking when they are out. You may be able to help them identify why the dog is barking. Only contact council as a last resort, as there are many other ways to resolve the problem.
If you do lodge a complaint, council will ask you to keep a diary for two consecutive weeks to document how often and for how long the dog barks. This information becomes useful evidence if a court prosecution becomes necessary.
