Rebates and exemptions

There are different types of rebates and exemptions available to people for different parts of your rates notice. Please review the information below if they are appropriate to your individual circumstances. 

Social Security and Veterans Affairs pensioners may be entitled to a concession on their municipal rates up to a maximum of $266 for the 2025/26 financial year. 

Eligible pensioners will also be entitled to receive a $50 concession on their Emergency Services and Volunteers Fund charge.

To be eligible for the rebate, the ratepayer must be a current holder of one of the following cards:

  • Pensioner Concession Card issued by Centrelink or the Department of Veterans Affairs
  • DVA Gold Card TPI
  • DVA Gold Card War Widow

The pensioner will also need to satisfy the following criteria:

  • The property is your principal place of residence.
  • The property address for which you are seeking a concession is the same as that on your pension card.
  • The pensioner is listed on council records as the ratepayer at the property.
Information about the Municipal Rates Concession is available on the DHHS website. To claim the pension concession, you will need to download and complete this application form. Provided individual pension details have not changed year-on-year, it is not necessary to reapply for the concession. Please note, a Health Care Card does not entitle the cardholder to any rebates or concessions.

To be eligible for an exemption from council's kerbside collection charge, you must meet one of the following criteria:

  • Operate a commercial business from a commercial premise.
  • Operate an industrial business from an industrial premise.
  • A property where council has determined not to apply rates due to the nature of the organisation using the property and demonstrate it has entered into a formal arrangement for a garbage and/or recycling collection service from a commercial contractor.

In addition to the above criteria, non-rateable properties can be exempt from the collection service with a statutory declaration from the organisation involved stating that the waste and recycle materials will be managed responsibly within its means.
