Open letter to the community of Northern Grampians Shire

Northern Grampians Shire is a region rich in history, culture and community. 

We are a group of proud townships with multi-generational residents who have grit and determination.   

We understand these are trying times for our shire and the people who call it home. We feel it too.  

Our farming community in particular is facing tough challenges. Rising costs. Extreme weather conditions. Impact on their land and livelihood.  

It is here that council finds itself in a tough position.  

In the middle of a complex and sensitive debate, we are here to represent our municipality, advocate on behalf of our residents, and seek fair and equitable outcomes that help our people thrive and our region prosper. 

This is what we have been doing for our farmers. We have raised countless concerns about the number and nature of complex stressors facing our farming community and the potential consequences should governments do nothing.  

Stemming from this advocacy is funding that has been provided for a dedicated mental health program specifically for our farming community. It's called Farmgate Conversations and it is funded by VicGrid, the state authority responsible for planning and developing the electricity transmission network and Victoria’s transition to renewable energy. 

Council understands there will be concerns surrounding the source of the funding, and we hear those concerns loud and clear. However, we believe targeted mental health support for the farming community during these difficult and uncertain times is paramount.   

The State Government funds many different council and community-run services. We cannot control funding sources or how council receives support for programs such as this, however our advocacy efforts have been heard and action has been taken.  

Grampians Community Health will deliver the Farmgate Conversations program with more information available over the coming weeks. 

While Grampians Community Health is providing the service with funding from VicGrid, they retain full independence with how the service is designed, operated and delivered.  

The funding enables Grampians Community Health to respond to community needs by using its established expertise and trusted local relationships that are focused on supporting the wellbeing of our local communities.  

It will be free, entirely confidential and aided by a dedicated individual to ensure consistency of care. 

Council also acknowledges and respects that some people will not want to access the program. This is why we will continue to share information about other valuable support services and resources available. 

For now, we encourage our community to remember that the people who are at the centre of this program include our families, friends and neighbours. Let's communicate with care and consideration.

The following aims to clarify some of the common questions people may have after reading the above letter. 

What is Farmgate Conversations?

Farmgate Conversations is a new mental health program designed specifically for the farming community, including farmers, farm workers, families and rural community members living in Northern Grampians Shire. The program will be delivered independently by a local and trusted health provider - Grampians Community Health.

 

Why is it funded by VicGrid?

Council met with Lily d'Ambrosio on September 2, 2025 who was then Minister for Energy and Resources and Minister for the State Electricity Commission under the Allan Government. 

It was at this meeting that council raised countless concerns about the number and nature of complex stressors our farming community were facing, and the potential consequences should governments do nothing.   

The State Government's response to this escalation was to provide funding for a dedicated mental health pilot program specifically for farmers, funding that has come via VicGrid.  

It is important to note the State Government funds many different council and community-run services. We cannot control funding sources or how council receives support for programs such as this, however our advocacy efforts have been heard and action has been taken.   

How long will the program be available?

The program has been funded as a pilot program for an initial period of 12 months, which means it could be extended depending on success of the program.

Who is delivering the program?

A local and trusted health provider, Grampians Community Health, is delivering the program. The health service retains full independence regarding how the service is designed, operated and delivered and is recruiting for a dedicated resource to coordinate the program to ensure consistency of care.

 

Will my conversations be confidential?

Yes. This is a completely confidential service directly through Grampians Community Health. No data or personal information will be shared with any other party. This would entirely undermine the program and the people we are trying to help.

 

How do I engage with the program?

This service is a free and confidential service is available to farmers, farm workers, families and rural community members living in the Northern Grampians Shire.

The service provides a safe and confidential space to talk, with one-off or ongoing counselling, practical support, assistance to connect with other services, and strategies to help you manage life’s challenges.

The dedicated resource can come to you or meet you at a location where you feel comfortable and that is convenient. They can also chat over the phone or online. 

No GP referral is required to access this service.

Is council involved in the program?

No. This program is being designed, operated and delivered independently by Grampians Community Health.

What else is council doing to advocate for the farming community?

In early 2025, council commenced discussions with Victorian Farmers Federation, East Wimmera Health Service, and the National Centre for Farmer Health (NCFH) regarding the growing pressures being experienced by farming communities.  

In response, council established the Farmer Mental Health Stakeholder Group to bring together organisations already supporting the agricultural sector. It includes representatives from:

  • Northern Grampians Shire Council 
  • Victorian Farmers Federation 
  • East Wimmera Health Service 
  • Grampians Community Health  
  • Driscoll Ag 
  • O'Connors 
  • Rural Financial Counselling Service 
  • St Arnaud Lions Club 

Following discussions with the stakeholder group, Grampians Community Health committed funding to establish an outreach Mental Health Clinician position dedicated to supporting farming communities one day a week.  

The group facilitated capacity building workshops, called Talk the Talk, that were delivered in partnership by Rural Financial Counselling Service, Grampians Community Health and council.  

Magnets and postcards were also developed by members of the group and mailed to households in St Arnaud and surrounding areas with helpful health support information.  

It is also worth noting that Mental Health Services is a priority in council's Advocacy Prospectus and reflected in our 2025-29 Council Plan and Municipal Health and Wellbeing Plan, highlighting that this area is a key concern for council.
