Have your say: Revised Waste Management Strategy out for comment

Published on 13 February 2026

Northern Grampians Shire residents can have their say about council’s plans to manage waste and recycling services across the municipality until 2030, following a service review in October last year.

On Monday, council will release its updated Waste Management Strategy 2020-2030 for public comment.

The strategy has been revised following the conclusion of last year’s Waste and Recycling Service Review, which included opportunities for community input.

Mayor Karen Hyslop said the review focused on the strategy’s progress to date, including what council had delivered so far.

“It also took into consideration any shifts in external drivers and whether we needed to adjust any actions moving forward,” she said.

“Finally, the review confirmed what we still need to achieve.”

Cr Hyslop said the revised strategy detailed several changes, including how council planned to introduce new recycling services in practical, affordable way.

“Waste and recycling services are changing across Victoria,” she said.

"The Circular Economy (Waste Reduction and Recycling) Act 2021 mandates all Victorian councils to provide access to Food Organics and Garden Organics (FOGO) recycling and glass recycling.

“Northern Grampians Shire Council has committed to introducing the new services by 2027."

Over the next four years, council will:

  • Introduce new kerbside and drop-off recycling services in a staged and supported way.
  • Align collection and processing arrangements with the new waste management contractor.
  • Provide clear information and education to households on better recycling behaviours.

In relation to new kerbside recycling services, council is proposing the following from July 2027 onwards:

Urban areas (compulsory collection zones. These areas are typically residential and extend to town fringes):

  • Kerbside 240L general rubbish collected fortnightly (red lid).
  • Kerbside 240L mixed recycling collected fortnightly (yellow lid).
  • Kerbside 240L FOGO recycling collected fortnightly (lime green lid).
  • Kerbside 120L glass recycling collected bi-monthly (8-weekly) (purple lid).
  • Drop-off for glass recycling (public places).

Rural areas (non-compulsory collection zones. These areas include rural properties, farms and areas outside of central townships):

  • Kerbside 240L general rubbish collected fortnightly (red lid).
  • Kerbside 240L mixed recycling collected fortnightly (yellow lid).
  • Drop-off for FOGO recycling (at approved transfer station facility).
  • Drop-off for glass recycling (public places).

“This approach allows council to commit to state requirements while responding to local conditions, managing costs and providing fair access to these services across the shire,” Cr Hyslop said.

“The revised strategy takes into account your feedback from our public consultation process last year. We encourage you to review the material and provide any further feedback as we enter this final stage.

“Waste management is an essential service, and we appreciate the community’s input to ensure we are getting it right.”
