2025 Council, Financial and Asset Plans | Open for community feedback
At the scheduled council meeting held on Monday, August 4, 2025, council resolved to give notice of the following draft strategic plans in accordance with requirements of the Local Government Act 2020.
The three plans are as follows, all of which can be reviewed and/or downloaded via the links on this page below.
- 2025-29 Council Plan and Municipal Public Health and Wellbeing Plan
- 2025-35 Financial Plan
- 2025-35 Asset Plan
Any person wishing to make a feedback submission on any of the proposed plans must do so in writing by 5pm on Friday, August 22, 2025 via one of the options outlined below.
All submissions will be carefully reviewed by council in September. Amendments to the draft plans may be made in response to feedback where appropriate, however not all submissions will result in changes as council must balance a wide range of views, priorities and statutory responsibilities.
All three plans are scheduled to be endorsed by councillors at a council meeting on Monday, October 6, 2025.

Review the draft plans
All feedback submissions will become a part of a document available to the public. To view any of the proposed plans, please click the relevant links below or visit our Customer Service Centers at Stawell Town Hall or St Arnaud Town Hall.
Understanding the plans
All three of these materials for part of a suite of strategic documents required under the Local Government Act 2020. They collectively provide a clear and strategic four-year guide for how council will support the Northern Grampians Community Vision 2041, “To love where we live”. The draft plans have been informed by extensive consultation with the community, stakeholders and relevant experts, with a report of these insights available to review on our website here.
The Council Plan provides the overarching direction and key objectives our councillors want to achieve over the course of their term. The Financial Plan aligns the financial (funding) and non-financial (people) resources required to achieve these outcomes, while the Asset Plan provides a clear path for maintaining and developing council's extensive suite of assets, such as paths, gardens, roads, buildings and recreation spaces, in line with the Council Plan outcomes and Financial Plan resources.
All three plans integrate and inform with one another, which is why it's important they are reviewed and understood together. The reason the Financial and Asset Plans are forecasted as 10-year plans is to ensure appropriate resource modelling and reporting, as four-years is not long enough to make valuable forecasting decisions.
2025-35 Council Plan and Municipal Public Health and Wellbeing Plan
This plan features five key goals which are underpinned by 15 strategies, 42 actions and hundreds of individual tasks.
2025-35 Financial Plan
This plan outlines the resources required to achieve the objectives set out in the Council Plan. It aims to educate our community about the challenging financial climate we are operating in and where certain compromises may be required to deliver certain desired community outcomes.
2025-35 Asset Plan
This plan outlines what funding is required to adequately maintain, enhance and develop council's extensive suite of assets such as paths, gardens, roads, buildings and recreation spaces. It aims to educate our community about the vast number of assets council is required to manage and what financial investment is required to perform that duty to an acceptable community level.
