October 2022 Community Flood Recovery Planning

The Northern Grampians Shire Council Flood Recovery Plan will guide both council and local residents to design and implement activities, programs, and projects required by the Glenorchy community as a result of the October 2022 floods. 

To ensure that the plan follows the National Principles of Recovery, the council has partnered with the Glenorchy community and other key stakeholders to:

  • Gain an in-depth understanding of how the community has been affected.
  • Acknowledge and learn from the complexities that exist around emergency events and the recovery process. 
  • Use community-led approaches to support the community in dealing with the impacts of the floods and preparing for future events.
  • Utilise effective and efficient communication models to inform the community with regard to council intentions, available support, and opportunities to engage.
  • Provide opportunities for community members to build capacity where it is identified there is a need.

Project update

Step 1.Connecting community 

 A community BBQ was held on 29 July to provide residents an opportunity to meet new people or catch up with old friends. It was a chance for the Glenorchy community and surrounds to mingle towards a more connected and resilient community.

Engagement

Glenorchy residents were provided with the opportunity to engage with Northern Grampians Shire Council and other key stakeholders as both a means to distribute key information and to explore and identify solutions designed to lessen the impact of flood. This process is ongoing.

Community Recovery meetings

Held at the Glenorchy Hall on an ongoing basis.

Meetings are being held with interested community members to discuss:

  • Issues that impact on how the community deals with and recovers from a flood/disaster. 
  • Solutions to assist the community with preparedness and recovery.

Flood Modelling Community meeting

15 August 2023, at the Glenorchy Hall

This meeting initiated by council was an opportunity for residents in Glenorchy and the surrounding district to:

  • Gain an understanding of the outcomes of the flood modeling with a Q&A with Ben Hughes.
  • Discuss opportunities for future modeling.
  • Be updated on council infrastructure works.
  • Discuss the future of the Glenorchy Improvement Group (GIG).
  • Hear about other great things the community is doing.

Recovery to Preparation: Glenorchy Community Session

27 April 2023 at the Glenorchy Hall

Six months on from the 2022 October Floods: How has the Glenorchy community been affected? What are the persisting challenges? What will best support recovery?

Glenorchy residents were invited to a community dinner with guest speaker David Younger, to discuss:

  • Coping with natural disaster challenges
  • Tips for maintaining health and wellbeing in the long-term?
  • The most effective ways to strengthen communities?
  • How a community can move from recovery to preparation?

Community Flood Recovery Community Mitigation meeting

30 November 2022 at the Glenorchy Hall 

This second meeting was an opportunity for residents in Glenorchy and surrounding district to:   

  • Gain an understanding of the outcomes of past flood studies and what mitigation options have been acted upon and considered.

  • Provide learnings and experiences from previous floods to inform mitigation options for the future.   

  • Learn about individual household flood mitigation options.

Community Flood Recovery Meeting

  • Provide an opportunity for community members to ask questions and share their experiences.
