Draft St Arnaud Community Plan Seeking Feedback

Northern Grampians Shire Council is at the second last stage of the St Arnaud Community Plan project. Council is now seeking feedback from the community on the draft plan which is available for feedback on council’s website from Wednesday 16 September through to 7 December 2020.
Members of the St Arnaud community have played an active role in the formation of the draft plan during workshops and engagement projects over the last 12 months.
Community members highlighted a need for clear communication and information to be shared on projects being undertaken or planned in St Arnaud. Council has developed a St Arnaud Community Plan online portal that will showcase projects on an ongoing basis.
The workshops helped to establish four priority areas for the community plan: “Our Place”, “Our Services and Facilities”, “Our Environment” and “Our Economy”.
“Our Place” centres on people, place and partnerships, celebrating both the past and envisaging the future. The streetscapes and historic buildings are essential elements the community wants to preserve. St Arnaud residents also want to see the right support in place to advance the arts and creative sector in all its formats, which has been highlighted through the Arts and Culture Policy and Strategy engagement recently.
“Our Services and Facilities” focuses particularly on ensuring there are high quality and inclusive spaces for diverse sport and recreation. Educational facilities and attention to the needs of aged care are also highlighted.
“Our Environment” centres on encouraging renewable energy use, producing food, and processing waste sustainably within the community. This will be heavily supported by council's new Waste Strategy which is in the final stages of development.
“Our Economy” issues for discussion within the plan include supporting agriculture, entrepreneurship and innovation with a particular focus on encouraging a shop local movement. An urban design framework and structure plan will support modern land use needs, heritage and development protection. The Economic Development and Investment Strategy 2021-31 will assist to inform future economic growth opportunities in the St Arnaud area.
It is very encouraging to see an alignment between several council documents and the community plan such as the Council Plan 2017-21, Municipal Public Health and Wellbeing Plan 2017-21, Open Space Sport and Recreation Strategy 2014-23 and the Lord Nelson Park Precinct Plan 2015.
Council will be endorsing the final community plan in December 2020.
Northern Grampians Shire Councillor for Kara Kara Ward, Tony Driscoll, is looking forward to seeing the community responses to the draft plan.
“There is significant crossover between what the community identified as important in St Arnaud and several council planning and strategy documents so we know we are on the right track to meeting their needs,” he said.
“I commend the St Arnaud community’s responses to date and cannot wait to read their final thoughts on the draft community plan.”
“It has been a long process but will set us up for many years to come and I encourage everyone to get behind it and have their say.”
