Shire Vision


A shire vision captures what all its communities value most about their community and sets out their key priorities and aspirations for the future. Council is seeking views from ALL community members ACROSS the shire to establish a vision which will span the next 20 years, to 2041. It is vital that this shire vision represents the views of ALL communities across our ENTIRE region; it will give focus to the 2021-25 council plan and will inform successive council plans after that, until 2041.

 There is no current draft Shire Vision 2041, so we are not asking for your consultation on something that has already been developed. This work begins from the ground up, with you, now. See below for our stages of engagement to deliver #NG2041.

Northern Grampians Shire Council is seeking public feedback on its Draft Community Engagement Policy as part of its commitment to improve how engagement is undertaken by council. As part of new requirements introduced under the Local Government Act 2020 (the Act), all councils are required to adopt and maintain a Community Engagement Policy; the policy must be adopted on or before 1 March 2021.

The draft policy outlines what Community Engagement Principles are and describes how we will apply the concept of deliberative engagement in our work with the community of Northern Grampians Shire.

The Draft Community Engagement Policy is available here(PDF, 333KB) and the community is invited to comment on it before 8 February 2021. 

Residents can also request a hard copy of the document at one of council's Customer Service Centres at 59-69 Main Street, Stawell or 40 Napier Street, St Arnaud or by calling 03 5358 8700.


Engagement Stages

Step 1.Stage 1 - Shire (Community) Vision 2041 survey (18 December 2020 to 21 February 2021)

The Shire (Community) Vision provides you with an opportunity to share your aspirations to influence the future of the Northern Grampians Shire over the next 20 years to 2041. Use the ‘Exhibition’ tab below to take a quick trip down memory lane and remind yourself of what life was like in 2000. Use the ‘Infographics’ tab to read some quick facts about the People, Culture and Economy of our shire now.

Step 2.Stage 2 - Township Roadshow (10, 11 and 17 February 2021)

 At the township roadshow community members are invited to contribute to an ideas wall, complete a copy of the survey and discuss your priorities with the Mayor and CEO at the following locations on Wednesday 10 February:

  • Glenorchy Memorial Community Hall, 29 Forest St, Glenorchy from 9.30am to 11am
  • Great Western Mechanics Institute, 103 Main St, Great Western from 12pm to 2pm, and 
  • Halls Gap Hub, 117 Grampians Rd, Halls Gap from 3pm to 5pm. 

On Thursday 11 February:

  • Stuart Mill Community Centre, 1126 Stuart Mill Low Rd, Stuart Mill from 9am to 11am 
  • Navarre Clubrooms, 47 Cambridge St, Navarre from 12pm to 2pm 
  • Marnoo Hub, Park Road, Marnoo from 3pm to 5pm. 

They will also be at the Perry Room in the Town Hall, 40 Napier St, St Arnaud from 9am to 11am and then the Stawell Town Hall at 59-69 Main St, Stawell from noon to 2pm on Wednesday 17 February.

Step 3.Stage 3 - Developing your Shire (Community) Vision 2041 (March 2021)

In this stage we will review the findings from the first and second stages of engagement and prioritise areas of focus as we develop the new Shire (Community) Vision 2041. Further opportunities will be provided for you to contribute to a shared vision of future success for Northern Grampians Shire with long term goals to help make our communities better, together.
