Business Beautification Program

Purpose of grant

The Business Beautification Program has been designed to encourage and facilitate business owners, operators and landlords to enhance the presentation of their building or business in retail and commercial areas within Northern Grampians Shire Council.

This investment and contribution to the amenity of more interesting street experience can have a significant effect on the attractiveness and marketability of the surrounding area, therefore supporting and inspiring further business investment.

To support this investment, Northern Grampians Shire Council is offering matched-fund grants to assist in exterior façade renovations of commercial buildings.

Information

Eligibility

Applicants must:

  • The applicant must legally trade from a commercial premise in the municipality.
  • If the applicant is a business owner operating from a premise they do not own, the building owner's consent must be submitted with the application.
  • If the property owner's details are not known send the information to rates@ngshire.vic.gov.au stating the building address and your intent; we will forward this on to the property owner for you and ask them to contact you to discuss. The consent must be attached to your application to proceed. 
  • The project must be completed by May 2020.

Grant value

One grant per shopfront, being up to 50% of improvement costs to a maximum of $3,000, will be available to property and business owners when undertaking eligible works.

Timing availability

All required documentation must be supplied with a completed application form by 5pm, Friday 29 November 2019.

Prior to completing this form, it will be helpful to have ready:

  • Letter of consent by the property owner (if the applicant is not the owner and if the owner's details are known)
  • A detailed description of planned work
  • Quote/s for the works
  • Photos of the current building
  • Permit approvals where necessary

Why invest in shopfront and façade improvements?

Business Beautification Program grants support the creation of a vibrant and appealing streetscape that will attract people, business and investment. 

Improving façades has been proven to positively influence the perception of place and encourage overall improvement in the region’s economy, social and cultural environment, and safety.

What works can be included in this program?

  • Repainting of external shop frontage.
  • Minor repairs or improvements to existing façade texture such as tile or stone accents.
  • Minor repairs or improvements to structural façade elements and awnings.
  • Introduction of structure facade weather protection elements such as awnings.
  • New, repairs and replacements of verandahs.
  • Installation of new business signage.
  • Installation of store lighting visible from street.
  • Improvements to frontages that interact with the street (eg. addition of servery windows or bifold doors and large windows).
  • Other external facade work that reflects the intent of the grant.
  • Hiring of equipment is permitted when related directly to the project.

What works can not be included in this program?

  • Administrative costs not directly related to the project.
  • Equipment purchases (e.g. ladders, gurneys, scaffolding, and safety barriers.)
  • Works where a planning permit has been refused.
  • Routine maintenance (defined as simple, small scale or general upkeep of a building.)
  • Internal shop fittings.

Can I apply for funds for work I have already undertaken?

The program funds will not be granted retrospectively or for works already commenced.

What is the assessment process?

The Business Beautification Program applications will be assessed by the Business Assistance Scheme panel in the first week of December 2019. 

At the Panel’s discretion, applicants may be awarded partial funding for certain elements of their application or alternatively, awarded funding at a lesser amount than the applicant has applied for. Any lesser financial assistance will involve consultation with the applicant prior to the grant application being approved.

What if I don’t own the building?

Permission will need to given by the owner of the building. Evidence of this needs to be provided by way of written, signed permission with the application. 

What if I don't own the building and do not have the owner's details?

Write to us or send an email to rates@ngshire.vic.gov.au stating the building address and your intent; we will forward this on to the property owner for you and ask them to discuss with you.  You will need to attach it to your online application to proceed.
