Flood studies shift scheme

Recommendations based upon six independent flood studies will form the catalyst behind a proposed amendment to the Northern Grampians Shire Council planning scheme.
The amendment will introduce new planning controls to manage land use and development in flood-prone areas throughout the Northern Grampians Shire, based upon the findings of six flood studies which measured flood extents and depth of floodwaters based on a 1 in 100 year flood event in 2010/11.
The flood studies which influenced the proposed amendment include
Halls Gap Flood Study
The Mount William Creek Investigation
The Upper Wimmera Flood Investigation
Dunmunkle Creek Flood Investigation
Glenorchy Flood Study
Each of the flood studies recommends mitigation works, emergency warning and response systems and, critically, the establishment of appropriate planning scheme controls in areas identified at risk of flooding.
Northern Grampians Shire Council Mayor, Cr Tony Driscoll said the investigations’ finding make it clear that avoiding flood impacts is generally cheaper than mitigation or repair works.
“Studies by DELWP and the Victorian Flood Management Strategy show that land use planning generally more cost effective than flood mitigation infrastructure, flood warning systems, education programs or emergency responses,” Cr Driscoll said.
“Our view is that people living on floodplains should be able to make informed choices about the risks they face, which is why we’re exhibiting this proposed amendment.
“Making flood information more accessible is important in enabling individuals to make informed choices about managing their own risks and develop their land and ensure economic efficiency in the insurance and land market.”
